Palestinian leader says nothing can stop UN bid

RAMALLAH, West Bank (AP) — Palestinian President Mahmoud Abbas said Monday he'll not be deterred from seeking U.N. recognition of a state of Palestine, despite what he said was "tremendous pressure" to drop the request and instead seek to resume peace talks with Israel. Abbas spoke to reporters en route to the United Nations, where he is to seek U.N. membership for "Palestine" in the West Bank, Gaza and east Jerusalem, territories Israel captured in the 1967 Mideast War. The U.S. and Israel oppose Abbas' bid, saying a state can only be established through negotiations. Abbas has said that negotiations remain his preference, but that they must be based on the pre-1967 war frontiers and a halt of all Israeli settlement construction on occupied land. Abbas said Monday that even if Israel were to agree to those two demands, "we will go to the U.N. because there is no contradiction between negotiations and going to the U.N." Officials from the Quartet of Mideast mediators — the U.S., European Union, Russia and the United Nations — have been holding talks in recent days in hopes of persuading the Palestinians to drop the U.N. bid and instead resume peace talks with Israel.

The Palestinian leader said he came under "tremendous pressure" in recent days, but that the proposals for a new framework for talks were unacceptable. Full U.N. membership can only be bestowed by the U.N. Security Council, where the recognition bid could be derailed if fewer than nine of the 15 members vote in favor or if the U.S. uses its veto, as it said it would. Abbas said his plan, for now, is to go to the Security Council, but suggested that he might change tactics at the last minute and go for the lesser option of General Assembly approval of Palestine as a nonmember observer state. Chances for success are much higher in the General Assembly, which Abbas is to address Friday. "From now until delivering the speech at the General Assembly, we have no thought except going to the Security Council," he said. "Then, whatever the decision is, we will sit with the leadership and decide." Asked whether he was threatened by U.S. officials trying to stop him from seeking U.N. recognition, Abbas said: "It's not a matter of threats, but they (the Americans) said that things will be very difficult after September. ... We don't know to what extent. We will know later." He said he has not been told officially that U.S. aid to the Palestinians would be cut. For months, congressional Republicans and Democrats have threatened to cut off some $500 million in economic and security assistance if the Palestinians move forward with the U.N. bid. Abbas said he's not scheduled to meet with President Barack Obama on the sidelines of the General Assembly. Concerning the possibility of mass protests in the Palestinian territories, Abbas said the only violence might come from Israeli settlers. In recent months, there has been an upswing in attacks by settlers on Palestinians and their property, some of it as retaliation for attempts by Israeli troops to remove unauthorized settler outposts. "We will never return to an intifada (uprising). We will never return to violence," Abbas said. "All our people will do is demonstrate peacefully inside the (Palestinian) cities." Abbas, however, holds no sway over the Gaza Strip or its rulers from the violently anti-Israel group Hamas, which drove out forces loyal to Abbas during a power struggle in 2007.

Facebook sued for $1 billion over Intifada page

WASHINGTON – Facebook and co-founder Mark Zuckerberg have been hit with a lawsuit seeking more than $1 billion in damages over a page on the social network which called for a "Third Intifada" against Israel.
Facebook this week shut down the "Third Intifada" page, which had almost 500,000 fans, but the lawsuit filed in a court here claims that the social network showed "negligence" by not quickly responding to appeals to remove the page.

Besides awarding damages, the complaint calls on the court to bar Facebook "from allowing the Facebook page titled 'Third Palestinian Intifada,' and other related and similar sites, which advocate violence and death to Jews."

The suit, a copy of which was obtained by technology blog TechCrunch, was filed in DC Superior Court by Larry Klayman, who describes himself in the complaint as "an American citizen of Jewish origin" who is "active in matters concerning the security of Israel and all people."

Klayman also identifies himself as the founder of Freedom Watch, whose website describes it as a political advocacy group dedicated to protecting privacy, free speech and other rights and "our national sovereignty against the incompetent, terrorist state-controlled United Nations."

Facebook dismissed the case as "without merit" and said it would fight.

"While we haven't been served with a complaint, we believe the case is without merit and we will fight it vigorously," a Facebook spokesman said.

Facebook shut down the page on Tuesday, several days after Israeli Public Diplomacy Minister Yuli Edelstein sent a letter to Zuckerberg urging him to remove it.

Facebook said the page was initially tolerated because it "began as a call for peaceful protest" but direct calls for violence began appearing and the page was removed for violating Facebook's policies.

Al Jazeera Launches Wikileaks Spinoff: The Palestine Papers

In a second of its kind initiative (after Wikileaks that is) the world’s leading Arabic news network Al Jazeera has launched a Wikileaks-like whistleblower platform for the world with a focus on the Middle East.
Staff work at the English-language newsroom at the headquarters of the Qatar-based Al Jazeera satellite channel in Doha
The platform branded “Al Jazeera Transparency Unit” provides a secure (with Public Key Encryption) website for interested individuals to send in digital documents to “shine light on notable and newsworthy government and corporate activities which might otherwise go unreported.”
What probably separates Al Jazeera’s platform from Wikileaks is a crucial aspect, verification.
The network states on the website that “All submitted content is subjected to a rigorous vetting and authentication process that encompasses respect for personal privacy, contextualization, and fierce adherence to our tradecraft commitment of “journalism of depth.”
Which also means rigorous filtering of leaked topics since Al Jazeera is based and partly owned by the government of Qatar, which will most definitely have an impact on the nature of the content provided. At least in matters related to Qatar.
Nevertheless, this initiative could prove to be an outlet many Arabs have so desperately been in need of, with the lack of governing laws to protect whistle blowers in almost all Arab countries, if not the other way around.
Al Jazeera’s Transparency Unit kicked off with ‘The Palestine Papers‘, which is a repository of documents detailing some of the inner workings of the Israeli-Palestinian negotiations that immediately sparked harsh speculation on the role and effectiveness of the Palestinian Authority both inside and outside the occupied territories.
Some observers have speculated Hamas, a Palestinian Islamic Militant organization and the main contenders of the current Palestinian Authority’s to be after the leakage which exposes what goes on behind Palestinian-Israeli closed doors.
As interesting as the leaked documents Al Jazeera has exposed, I don’t think it comes as a shock to anyone following the conflict closely. What we’ll be waiting for, is leaked information about governments and corporations that actually have something to lose.

U.S. push for Israeli, Palestinian intelligence: WikiLeaks

The United States instructed its Middle East diplomats in 2008 to gather data on encrypted Israeli communications and build financial and "biometric" profiles of Palestinian leaders, a leaked embassy cable shows.
The secret memorandum, signed by then Secretary of State Condoleezza Rice and published by Wikileaks, suggests the Bush administration fretted about lacking intelligence despite warm ties to Israel and the West Bank-based Palestinian Authority (PA).
Citing the needs of U.S. analysts, the October 31, 2008 cable presented envoys in Tel Aviv, Jerusalem and several Arab states with an exhaustive and prioritized list of data regarding the "Palestinian Issues" being brokered by Washington.
These included "evidence of Government of Israel support for or opposition to actions to limit and/or reduce settlement and outpost growth" on occupied land where Palestinians want to establish a state.
Settlement growth has been one of the chief obstacles to negotiations between Israel and the Palestinians.
Written two months before Israel's surprise offensive in the Hamas-ruled Gaza Strip, the cable sought "details on Israel Defense Forces (IDF) operations underway or planned" against Palestinian militants, "including targeted assassinations and tactics/techniques used by ground and air units".
Diplomats were asked for a comprehensive overview of Israel's high-tech communications, from Internet and cellphones to state-run "information repositories associated with radio frequency identification (RFID)-enabled systems used for passports, government badges, and transportation systems".
The cable sought updates on the movements and private contact details of Israeli civilian and military officials as well as "biographical, financial and biometric information on key PA and Hamas leaders and representatives, to include the young guard inside Gaza, the West Bank and outside".

SUBJECT: HAMAS COMMANDER KILLED IN DUBAI HOTEL

CLASSIFIED BY: Richard Olson, Ambassador; REASON: 1.4(B), (D)

1. (U) On January 29, approximately 9:00 am local time Friday,
Reuters first reported the January 20 murder in a Dubai hotel of
senior Hamas member Mahmoud Abdul Raouf Mohammad Hassan (known as
Mahmoud Al Mabhouh). The brief wire story preceded the release of
an official statement from the Dubai government later in the day.
Al Mabhouh's remains were flown from Dubai to Syria on January 28.
He was buried January 29 in a refugee camp in Damascus, as Dubai
officials briefed local and international media on his murder.

2. (U) The initial Dubai government media office statement said Al
Mabhouh "entered the UAE on January 19 at 3:15 pm from an Arab
country. His body was found in the afternoon of January 20 in a
Dubai hotel where he was staying." Official statements on January
29 expressed confidence the killers would be arrested: "The ongoing
investigation will speed up and police will be presenting the
suspects to court for trial as soon as possible, in coordination
with Interpol. The suspects left the UAE before the deceased's
body was found in a Dubai hotel." (Note: The hotel was the Al
Bustan Rotana near Dubai International Airport. End Note.)

3. (U) On Al Jazeera television January 29, Dubai Chief of Police
Dhahi Khalfan Tamim said "I cannot rule out the possibility of
Mossad involvement in the assassination of Mabhouh." Tamim told
local journalists Dubai Police were "pursuing individual suspects,
not an organization" and that it was "still early to start pointing
fingers on who is behind the crime." Tamim also confirmed the
victim entered the UAE on a passport bearing his real name, after a
Hamas spokesman in Damascus told the media Al Mabhouh possessed
five passports but traveled frequently to Dubai using his actual
identity.

4. (U) Local media coverage on January 30 and 31 focused on
statements from Al Mabhouh's family members and Hamas officials in
Gaza and Syria, where he lived since 1989. Local and international
media reports noted he was the second foreign militant murdered in
Dubai in less than a year. Former Chechen commander Sulim
Yamadayev was shot and killed near an exclusive Dubai apartment
complex in late March 2009.

5. (S/NF) Ambassador happened to be at a social event with Foreign
Minister Abdullah bin Zayed's media advisor when the story broke,
and he drew the latter's attention to it. The media advisor
(protect) after making a few calls reported back that the UAE's
public posture was being discussed between Dubai Ruler Mohammed bin
Rashid and Abu Dhabi Crown Prince Mohammed bin Zayed. The two
options discussed were to say nothing at all, or to reveal more or
less the full extent of the UAE's investigations. (Comment:
Saying nothing would have been perceived as protecting the Israelis
and in the end, the UAE chose to tell all. The statement was
carefully drafted not to point any fingers, but the reference in
the document (see below) to a gang with western passports will be
read locally as referring to the Mossad. End Comment.)

Dubai Police identify suspects in murder of Mahmoud Al Mabhouh

Jan 29, 2010 - 06:18

WAM Dubai, Jan 29th, 2010

WAM)--Dubai Government media office has announced that Dubai police
have identified suspects in the murder crime of Palestinian Hamas
member Mahmoud Abdul Raouf Hassan and that they would soon track
them down and refer to court in conjunction with International

ABU DHABI 00000047 002 OF 002

Police (Interpol).

The suspects were reported to have left the country before the
murder crime was reported. The deceased's body was later discovered
at a hotel in Dubai.

An official security source in Dubai said that the initial
investigations suggest that the murder was inflicted by experienced
criminal gang, who had been tracking down the movements of the
victim before entering the UAE. "Despite quick skill exhibited by
murderers, yet they left behind evidence at the scene of crime that
would help in tracking them down at earliest. Dubai police no
longer believe in ambiguous or unknown crime".

The source further disclosed that the investigations revealed that
the suspects hold European passports, adding that Dubai police
would embark in arrangements with Interpol to arrest the suspects
and bring them to books. "The evidence will speedily help competent
authorities to track down the suspects".

Known as Mahmoud Al Mabhouh, the deceased, a Palestinian, entered
into the UAE at 3.15PM, on Tuesday, Jan. 19, 2010, from an Arab
country. His body was found the following day at afternoon on Jan.
20, 2010, at a hotel he resided at in Dubai.
